How to rearrange PDF pages

Fix the order of scanned packets, put a cover at the front, or prepare a document for sharing. Leave a page out of the order to remove it, or repeat a number to copy that page. Rotations refer to the original page numbers.

Yes. Repeat its number in the order. For example, 1,2,2,3 includes page 2 twice.
What happens if I leave the page order empty?
